  • Government explore use of open source software in the first instance rather than proprietary tools
  • Government mandate guidelines that systems should be able to perform on all platforms proprietary and open source
  • mixture of software and hardware eg iphones, laptops, whiteboards
  • central procurement should only be done to deliver advantage not control
  • it purchases made on pedagogy evidence not convenient ones for IT support, dollars or vendor lock in.
